About the branch

The Enterprise Planning and Insights branch facilitates both the Council Plan and our Corporate Strategy and is the link between these strategic documents and daily operations. The branch also operates as a project management office and sets organisational standards and performance targets, and monitors insights and progress to drive long-term success.

About the role 

Reporting to the Chief Operating Officer, the Director of Enterprise Planning and insights will play a pivotal role in shaping the future of the Council. In this key leadership role you will lead the Enterprise Planning and insights branch, driving the development and execution of the Council’s vision, strategic plan, and key initiatives.

Your remit will include providing expert guidance on strategy execution, enterprise performance, oversee corporate planning, and lead the preparation of the CoM Annual Report and Strategic Plan. You will also steer the Enterprise Project Management Office and the Enterprise Data Insights team, ensuring impactful results that drive the success of the organisation.

Reporting directly into the Chief Operating Officer, you will

  • Steer and manage the development and delivery of Council’s strategies, services, and projects to enhance workforce capacity, culture, and performance. 
  • Oversee the creation and implementation of the Council Plan, corporate planning framework, and annual strategic delivery documents, ensuring alignment with legislative and organisational objectives. 
  • Leverage data to create and embed an insights-led organisational culture
  • Ensure compliance with the Local Government Performance Reporting Framework and manage all related reporting obligations. 
  • Develop and integrate policy, strategy, and performance frameworks aligned with Council’s strategy and performance indicators. 
  • Drive annual planning programs (Council Plan, Organisational Strategy, Service Planning) to ensure alignment with organisational goals and legislative requirements. 
  • Collaborate with Divisions to build strategic planning, corporate performance, and business intelligence capabilities, focusing on delivering key initiatives. 
  • Manage and deliver projects on time, within budget, and to agreed standards while ensuring adherence to Council’s Project Management Framework and reporting portfolio progress. 
  • Promote innovation and continuous improvement by introducing new systems and methodologies to enhance customer experience

What you will bring to the role: 

  • Tertiary qualification in program/project management with experience in strategy development and project governance and or relevant industry experience
  • Proven experience in Corporate Strategy and Performance, ideally within a local or state government setting.
  • Strong leadership skills, with experience in staff management, strategy development, and community engagement.
  • Deep understanding of Council's strategic goals and executive functions, with exceptional project management and engagement skills.
  • Skilled in research and data analysis, with the ability to drive initiatives that improve performance.
  • Experience in developing and implementing corporate planning programs to meet organisational objectives.
  • Solid knowledge of project management standards to ensure timely, budget-friendly project delivery and successful outcomes.
  • Experienced in presenting to senior decision makers, with the ability to effectively communicate all aspects of information.
