You will join a team of a highly motivated and collaborative professionals that work in the Enterprise Transformation Group. The Enterprise Transformation Group is made up of two Divisions, the Chief Information Officer Division and the Enterprise Strategy and Transformation Division, that have been established to drive the AEC’s transformation agenda, and to deliver the Election Systems Modernisation Program, Indigo Program, on behalf of the agency.

The Indigo Program is the AEC’s once in a generation digital transformation which is modernising core systems used to deliver elections and maintain the electoral roll. Key goals of the Indigo Program are to improve experiences for AEC staff and citizens, and to ensure that the integrity of Australia’s democratic systems is maintained into the future.

The Indigo Program Management Office Branch within Enterprise Strategy and Transformation Division ensures new solutions delivered by the Indigo Program meet the strategic goals of the agency, improve services for end users, meet business needs and follow industry standard best practice.

The Indigo Program Management Office Branch is committed to establishing and maintaining a high performing and positive workplace culture. You will operate in a fast paced, dynamic environment, working closely with Directors, Assistant Commissioners, First Assistant Commissioners, and all areas across the Enterprise Transformation Group.
 

The key duties of the position include:

The Senior Program Officer, within the Program Planning and Reporting section, will undertake a range of activities to support the effective and efficient functioning of the Indigo Program Management Office. 

The Senior Program Officer will be responsible for the development, preparation and maintenance of high-quality program documentation which includes briefings, decision papers, presentations, plans and reporting artefacts. This also includes contributing to reports on Program performance and assessing and evaluating progress in accordance with the program’s reporting and governance frameworks, processes and timelines. 

The Senior Program Officer also provides senior-level support to the administration of matters relating to Program planning, the facilitation and co-ordination of events, such as program increment planning days, showcases and retrospectives, and stakeholder engagement. 

The Senior Program Officer will have excellent relationship management skills, forming and maintaining positive working relationships across the Enterprise Transformation Group and the broader agency.

To excel you’ll have:

  • Proven ability to produce high-quality, visually appealing program artefacts and effectively communicate information to a range of audiences, including internal and external stakeholders at all levels of seniority.
  • Expertise in detailed analysis, drawing accurate conclusions from various materials and information sources, identifying opportunities for improvement or problems, and working to resolve them.
  • Confidence and professionalism in collaborating and negotiating with team members, business areas, and external stakeholders at all levels of seniority to achieve outcomes.
  • The capacity to manage and deliver a significant volume of work to a high standard within short timeframes, handle multiple competing priorities and strategic directions, and remain calm under pressure while responding flexibly to change and uncertainty.
  • Proficiency in working autonomously and making sensitive and complex decisions using professional judgement within legislative parameters and delegated authority.
  • Competence in managing sensitive and confidential information and complying with relevant legislation and frameworks, including probity, Commonwealth Procurement Rules, and other obligations.

Desirable
  • Experience working in or co-ordinating projects or programs, preferably using the Scaled Agile Framework Agile (SAFe) methodology, as well as experience in using Microsoft Project or Microsoft Azure DevOps.
