Attendance at client premises is required to perform MMD Advisory's engagements and does not alter the reporting line, direction or control of this position.<h2>Key Responsibilities</h2>Cost planning and estimating<ul><li>Interrogate architectural, structural and services drawings, specifications and design documentation to establish scope and produce elemental cost plans and total project cost estimates.</li><li>Prepare feasibility-stage estimates and order-of-magnitude cost advice to allow clients to make early investment and design decisions.</li><li>Determine appropriate construction methods, materials and quality standards for cost purposes, and draft or review technical and commercial specifications where cost outcomes depend on them.</li><li>Establish and maintain project cost plans, budgets and elemental cost breakdowns for the duration of each engagement.</li></ul>Measurement, tendering and contract documentation<ul><li>Undertake quantity take-off and prepare bills of quantities, schedules of rates and trade package scopes.</li><li>Prepare tender and contract documentation, including pricing schedules, tender clarifications and evaluation criteria.</li><li>Manage tender processes end-to-end: issue, query management, bid analysis, normalisation, and preparation of the contractor recommendation for client decision.</li><li>Advise on contract form selection and drafting of commercial terms, including payment provisions, variation mechanisms and risk allocation.</li></ul>Cost control, variations and change<ul><li>Monitor design development and design change, and assess the cost and programme impact of each change before it is presented to the client.</li><li>Measure, value and negotiate variations and design changes with contractors, subcontractors and clients.</li><li>Maintain change registers and provide clients with the commercial basis for accepting or rejecting proposed changes.</li></ul>Contractual claims and disputes<ul><li>Assess contractor claims for extension of time, prolongation, disruption and additional cost, and prepare MMD Advisory's position on entitlement and quantum.</li><li>Draft contractual notices, determinations and correspondence, and advise clients on their obligations and rights under the contract.</li><li>Prepare evidence, quantum analysis and supporting documentation for negotiation, adjudication, expert determination and dispute resolution.</li></ul>Payments and final accounts<ul><li>Assess and certify progress claims and interim payment applications against measured work, and prepare payment recommendations.</li><li>Negotiate and agree final accounts for trade packages and head contracts.</li><li>Verify contractor entitlement against contract, measurement and site records prior to certification.</li></ul>Reporting and forecasting<ul><li>Produce monthly cost value reconciliation, cost-to-complete and forecast final cost reports for each engagement.</li><li>Prepare cash flow forecasts and monitor actual expenditure against forecast.</li><li>Report to MMD Advisory management and to clients on commercial performance, cost risk and opportunity, including quantified risk and contingency drawdown.</li></ul>Professional and team accountability<ul><li>Sign off cost and commercial deliverables issued under MMD Advisory's name.</li><li>Supervise, review and develop assistant and junior quantity surveying staff.</li><li>Maintain MMD Advisory's cost data, benchmarking library and estimating standards.</li></ul><h2>About You</h2><ul><li>Bachelor's degree or higher in Quantity Surveying, Construction Economics, or Construction/Commercial Management with a quantity surveying major.</li><li>Demonstrated experience in cost planning, quantity take-off and preparation of bills of quantities.</li><li>Demonstrated experience valuing variations and assessing contractual claims under recognised standard forms (NEC, AS, FIDIC, IChemE or equivalent).</li><li>Demonstrated experience in cost planning, quantity take-off and preparation of bills of quantities.</li><li>Proficiency in cost management and estimating software and in construction accounting systems.</li><li>Demonstrated experience preparing cost value reconciliation and forecast final cost reporting.</li></ul>
